Today, Congresswoman Ashley Hinson co-sponsored H.R. 714, legislation that would require President Biden to notify Congress 30 days before issuing an executive order related to abortion.
In his first few weeks in office, President Biden has already circumvented Congress’s authority to advance a radical pro-choice agenda. Notably, he has moved to make it easier for Planned Parenthood and other abortion providers to receive federal grant money through the Title X federal family planning program, which President Trump overhauled to prevent taxpayers from funding abortions. He has also revoked the Mexico City Policy, which stops taxpayer dollars from being funneled to international organizations that perform or promote abortions in foreign countries.
It’s likely that the Biden Administration and emboldened Congressional Democrats will make moves to overturn the Hyde Amendment, the 40-year precedent that has stopped federal tax dollars from funding abortions. The Hyde Amendment has always been protected regardless of who is in office, and President Biden has himself supported this rule in the past.
Last week, Hinson spoke on the House Floor about why she was pro-life, saying:
“We must stand up for the unborn, those who cannot stand up for themselves—and I always will. As a mom of two boys, this issue is very close to my heart.”
She has urged Congressional Leadership and the Biden Administration to protect the Hyde Amendment to ensure taxpayer dollars do not go toward abortions.
For 40 years, the bipartisan Hyde Amendment has prevented taxpayer dollars from funding abortions. Democrats in Congress are trying to repeal this longstanding precedent.

When the Biden Administration announced that they would revoke the Mexico City Policy and in fact allow taxpayer dollars to fund abortions abroad, Hinson and her colleague, including Rep. Mariannette Miller-Meeks (R-IA) responded in short order.

Today an overwhelming majority of Americans—58 percent—strongly oppose taxpayer dollars going toward abortions at home or abroad.
The legislation she co-sponsored today would help ensure the Biden Administration cannot surprise Congress and the American people with executive orders that fundamentally change how abortions are performed and funded in the U.S. and abroad. Additionally, she has also co-sponsored key pro-life legislation, including the Born-Alive Abortion Survivors Protection Act, which requires doctors to care for babies that survive abortion attempts.
Congresswoman Hinson is standing up for the moms, too. Another bill she co-sponsored, the Pregnant Women Health and Safety Act, would ensure women are never without the option to access emergency medical care. It does this by prohibiting abortion providers from carrying out their dangerous procedures if they do not have admitting privileges to a local hospital. Proponents maintain that is a commonsense requirement by simply insisting on basic medical safety.
Representative Hinson was elected to Congress in 2020. She serves the voters of Iowa’s first congressional district and resides in Marion.
